Poor People
The Poor People’s Fund (PPF), which forms part of the Twahangana Fund, continues to play a vital role in strengthening the financial sustainability and self-reliance of the Shack Dwellers Federation of Namibia (SDFN). The fund is driven by the continuous contributions of federation members and serves as an important mechanism to reduce dependence on external funding while supporting affordable housing and livelihood initiatives across Namibia.
Since the reactivation of the PPF in June 2020, federation members committed to making annual contributions towards the fund, demonstrating strong community ownership and collective responsibility. The contributions made by members have continued to strengthen the Twahangana Fund and support low-income households in accessing housing opportunities and basic services.
According to the 2024/2025 financial report, the Twahangana Fund has channelled more than N$444.9 million towards housing development, service installation, and livelihood improvement initiatives nationwide. The report further highlights that contributions to the Poor People’s Fund amounted to over N$17.5 million, reflecting the growing commitment of federation members toward building a sustainable, community-driven financing system.
Through the PPF and the broader Twahangana Fund, SDFN continues to demonstrate the importance of collective savings, financial discipline, and community-led development in improving the living conditions of low-income communities.
